The mining barges taking that long to skill for are a part of the general direction of EvE, leading to a focus on career oriented playstyle. Most things CCP has done to balance different career paths will force you to stick to a 'job' more closely...

The following doesn't reflect skills and ammo. IMHO the accuracy should look like this: Sitting in a battleship using large turrets against another battleship inside my optimal, - I should hit EVERY TIME moving transversally at NORMAL battleship...
